Sawyer, who served as head of an interim government in Liberia charged with forging a peace agreement in the war-torn country from August 1990 to March 1994, here reflects on the constitutional foundations that may help bring about a sustainable peace and democratic governance. His institutional analysis of Liberia's political order highlights a number of recurrent themes, including the proposition that Liberia's governing order should be reconstituted on the basis of limited or shared sovereignty and polycentric governance, the idea that structures of conflict- resolution and governance must be based on knowledge of different communities' social patterns, the importance of an open public realm and an educated citizenry, and the role of entrepreneurship in crafting and sustaining governing arrangements.
